Mr. Hiroyuki Kawabata joined the Japanese Ministry of Health, Labour and Welfare in 2002 and experienced a wide variety of positions that dealt with areas such as disabilities welfare policy, job creation policy, and child rearing support policy. He also served the Parliamentary Vice-minister of Health, Labour and Welfare (member of the House of Councilors) as secretary and handled the deliberation of many bills in the Diet. Starting in 2010 and concluding in 2012, Mr. Kawabata assumed a new position involving pharmaceutical industrial development and participated in the creation of government growth strategy and visions for the pharmaceutical industry. Additionally, he worked on a bill which became the foundation for regulations on regenerative medicine. Furthermore, as deputy director of the section, he played a control tower-like role in the allocation of medical supplies to disaster areas during the time of the Eastern Japan Great Earthquake. He is familiar with government policy planning as well as its management.
